SCHOOL OF EDUCATION: Language Proficiency in English

In this article, we discuss key issues about English language proficiency in Indonesia, focusing in particular on the level and kind of proficiency that English language teachers need to have to support their classroom teaching. We first define the concept of proficiency and how it is usually measured, and then present some data about teachers and students’ English language proficiency in Indonesia the Asian region. The next section discusses research that helps us understand why a threshold of proficiency is required for effective teaching. As many teachers may not have reached a level of proficiency considered sufficient for effective teaching, we then discuss key theoretical principles from SLA that can be used as a basis for developing a training programme to help raise teachers’ proficiency. We conclude by calling all stakeholders (i.e., policy makers, language education providers and professional associations) to work together and find ways to support teachers in their effort to acquire a higher level of proficiency in English.

This report presents an analysis of data from a new variable in the English School Census, recording the Proficiency in English (PIE) of pupils with English as an Additional Language (EAL). In the January 2017 census, schools were asked to rate all their EAL pupils on their proficiency in English on a five-point scale (A-E) from New to English (A) through to Fluent (E) (see Appendix 1). This scale was introduced following the recognition that the simple binary definition of EAL in the School Census masks huge variability in pupils’ educational achievement, variability that can largely be explained through differences in pupils’ proficiency in English (Strand & Demie, 2005; Strand, Malmberg, & Hall, 2015). The new Proficiency in English Scale promises to be a valuable tool to understand variability in EAL pupils’ educational achievement and to plan targeted support.

his article explores the relationship between course performance, English language proficiency, motivation, and academic language skills in an English medium instruction (EMI) university context. It analyses test and questionnaire data from 146 students from an EMI business program at a Japanese university, and follow-up interviews with seven students. Proficiency test and subject exam scores revealed that knowledge of English language and academic English skill were statistically significant predictors of success in EMI, suggesting that lower proficiency students require more targeted language support in order to increase their likelihood of success.

As federal legislation requires that English language proficiency (ELP) standards are aligned with content standards, this article addresses issues and concerns in aligning ELP standards with content standards in English language arts, mathematics, and science. It starts with a brief description of federal legislation for alignment between ELP standards and content standards along with challenges of ensuring alignment. Then, it highlights how current efforts to ensure alignment center on the language used to engage in disciplinary practices of content standards.

Past research into the relationship between English proficiency test (EPT) scores and score profiles, such as the IELTS and the TOEFL, has shown that there is not always a clear relationship between those scores and students’ subsequent academic achievement. Information about students’ academic self-concept (ASC) may provide additional information that helps predict future academic success. Research has consistently shown a positive relationship between students’ ASC and subsequent academic achievement and educational attainment in both school and higher education settings.

States use standards-based English language proficiency (ELP) assessments to inform relatively high-stakes decisions for English learner (EL) students. Results from these assessments are one of the primary criteria used to determine EL students' level of ELP and readiness for reclassification. The results are also used to evaluate the effectiveness of and funding allocation to district or school programs that serve EL students. In an effort to provide empirical validity evidence for such important uses of ELP assessments, this study focused on examining the constructs of ELP assessments as a fundamental validity issue.
